I should amend the title by mentioning that my real feeling is that any form of government that allows bureaucrats to rule by regulation rather than law is a bad thing. I just pick on socialism because it's tenets of central planning lends itself obviously to the concentration of power in the bureaucracy by rule through regulation.

In Britain, where they've advanced a bit past us on the socialism scale, apparently laughing can be an offense against regulations.
Read it and weep, I wouldn't want to see you issued a ticket for laughing at an inappropriate moment.
